TWCA promotes sound water policy by:

• Building consensus among TWCA members on water policy issues through our legislative and policy committees 
• Advocating for consensus-based changes in water policy
• Monitoring changes at the state legislature
• Writing informational papers on water policy issues
• Preparing comment letters to state and federal agencies
• Submitting legal briefs in state court and agency proceedings
